Restore ignored orphan executions inside the active window

/api/v1/reconciliation/restore-ignored-in-window

Flip every orphan execution (tradeId IS NULL) whose linkState is ignored and whose executedAt is at or after the account's current utmStartDate back to pending_review, so the user can reconcile them again. This is the bulk action paired with the reconciliation banner that surfaces when utmStartDate is moved earlier and previously auto-ignored fills fall inside the new active window (#422).

Returns restoredCount: 0 when utmStartDate is null - there is no active window to scope the restore to.

Writes one AuditLog row with action: reconciliation.bulk_restore_ignored, entityType: Account, entityId: <accountId>, and metadata { restoredCount, windowFrom }.
