List lifecycle-residue items set aside from the queue

GET 
/api/v1/reconciliation/set-aside

Returns the lifecycle-residue trades auto-hidden from the needs-attention queue across all of the user's accounts (#1106): expired-with-no-order trades and zero-quantity superseded trades. These are housekeeping debris, not reconciliation work, so they are kept out of the queue by a read filter and listed here for trust, each with a Restore. Hiding never deletes anything. Trades the user has already restored (residueRestoredAt set) are excluded.
