List pending pre-watermark open order candidates

Lists broker orders still open/working at the broker but submitted before the account's utmStartDate watermark, across every account the caller owns (#1379). The order sweep's watermark clamp fences these out of the ordinary sync path since they predate the account's tracked history, but a still-open order is live risk regardless of history preferences, so it is captured here instead of silently dropped. Backs the reconcile page's needs-attention card, offering an adopt or acknowledge resolution per order.
