Acknowledge a pre-watermark open order candidate
POST/api/v1/reconciliation/pre-watermark-orders/:id/acknowledge
Records that the operator has seen this pre-watermark order and chooses not to adopt it. Never creates an Order row; only stops the candidate resurfacing on the next sweep. Refuses an already-resolved candidate (409).
