Adopt a pre-watermark open order candidate

/api/v1/reconciliation/pre-watermark-orders/:id/adopt

Materialises the candidate as an external UTM Order (no signalId, no strategy attribution) through ingestBrokerEvents's allowOrderCreate door - the same second sanctioned caller the sweep's own automatic post-watermark adoption uses (see ingest-broker-events.ts). Later fills for the order then land order-backed through the ordinary stale-order re-query and native fill sync. Refuses an already-resolved candidate (409).
