Preview a scoped trading-data reset (Tier 1, read-only)

Dry-run preview of a Reset Trading Data run. Read-only: writes nothing and records no audit row. Returns per-entity delete counts and the UTM start-date watermark each affected account would be fenced to, so the operator can review the exact blast radius (and copy the total row count) before confirming a live run.

The caller must choose a scope; there is no default. Choosing "both" resets paper and live accounts together in one run.
