Batch cancel signals by ID
POST/api/v1/signals/batch/cancel
Cancel up to 100 signals by explicit ID list.
Each signal is cancelled independently. Failures do not stop the batch.
Only an unclaimed queued signal can be cancelled; a transmitted or
processing signal is reported as a per-signal failure with code
SIGNAL_ALREADY_TRANSMITTED or SIGNAL_PROCESSING and, for a
transmitted signal, orderIds naming every linked order to manage in
the UTM app.
